What this tool is

Clarity on priorities, exposure and readiness before you commit resources

UAE organisations face rising expectations from customers, lenders, exchanges and the federal climate framework, yet many still lack a shared view of what matters, what may apply, and where the organisation is underprepared.

This assessment structures that view in a single pass: sector-aware questions on profile, material topics, carbon-inventory processes and evidence controls. Results are transparent and reproducible, with an interactive findings view and a PDF report for internal alignment.

Preliminary self-assessment only. Not legal advice, a compliance certificate, a verified carbon inventory, or an assurance opinion. Confirm obligations on official sources.

UAE regulatory & reporting context

What UAE companies are navigating right now

A plain-language map of federal climate law, emirate MRV operationalisation, exchange ESG guidance and common market frameworks. Linked to official sources. Not a determination of your legal duties.

Federal Decree-Law No. 11 of 2024 on the Reduction of Climate Change Effects is the UAE’s core federal climate framework (effective 30 May 2025 per the official legislation portal). Detailed measurement, inventory and periodic reporting duties are tied to Sources determined by MOCCAE and the competent authority. Separate pathways include DFM and ADX ESG disclosure guidance for listed issuers, and contractual ESG requests from customers and lenders.

Federal Decree-Law No. 11 of 2024

The UAE Federal Decree-Law on the Reduction of Climate Change Effects sets a national framework for emissions measurement, reporting, verification and related climate duties. Detailed MRV obligations apply to Sources determined by the Ministry of Climate Change and Environment (MOCCAE) and the competent authority. UAE presence alone is not treated here as confirmed designation.

Article 6 context · Designation-dependent

Measurement, reporting and verification (MRV)

Where a Source is determined by MOCCAE and the competent authority, typical duties include measuring emissions on a regular basis, preparing an inventory, submitting periodic reports in approved forms, providing reduction-related data, and retaining measured-emissions records for five years. Implementing systems and designation lists continue to evolve by authority.

Environment Agency – Abu Dhabi (EAD) context

Abu Dhabi facility-level MRV

In Abu Dhabi, facility-level MRV guidance and portals may apply for covered sectors and thresholds under the emirate competent-authority model. Operators should confirm current scoping, registration and reporting instructions with EAD rather than assume federal publication alone defines every facility duty.

Exchange disclosure context · DFM-listed issuers

Dubai Financial Market ESG guidance

DFM publishes sustainability / ESG reporting guidance for its market context. Listed issuers should verify the current guide version, metrics and filing expectations on the official DFM site. Exchange guidance is separate from federal MRV designation under the climate Decree-Law.

Exchange disclosure context · ADX-listed issuers

Abu Dhabi Securities Exchange ESG guidance

ADX provides sustainability overview materials and ESG metrics references for issuers. Confirm current metric lists and disclosure expectations on official ADX pages. Listing status can change what stakeholders expect even when federal Source designation is still being clarified.

GHG Protocol, GRI and ISSB

Many UAE companies still use GHG Protocol for inventories, GRI for broader sustainability reporting, and IFRS Sustainability Disclosure Standards (ISSB) where investors, parents or markets request them. These are not automatically UAE law, but they often shape customer RFPs, lender packs and group reporting.

Three pathways UAE teams often confuse

Federal / emirate MRV

Climate Decree-Law and competent-authority systems for determined Sources. Focus: emissions measurement, inventory, periodic reports, record retention.

Exchange ESG disclosure

DFM and ADX guidance for listed issuers. Focus: investor-facing sustainability metrics, governance and market transparency.

Customer & lender packs

Contractual questionnaires and financing due diligence. Often arrive before a designation letter and still require organised carbon and ESG evidence.

For a source-linked register, timeline and company checklist, use the UAE Sustainability Regulation Navigator. Implementing rules, designation lists, portals and exchange guides change. Always verify on uaelegislation.gov.ae, moccae.gov.ae, the relevant competent authority, and your exchange. Arabic official text prevails for legislation.

How it helps

Four outcomes in one sitting

Built for sustainability, finance and operations teams who need a shared starting point without uploading confidential documents.

  1. 01

See which sustainability topics may be material

Rate business effect and people/environment effect separately for sector-relevant topics (climate, energy, water, labour, governance and more) so priorities sit on a matrix, not in a buried checklist.

  2. 02

Map potentially relevant UAE reporting context

Get source-linked notes on Federal Decree-Law No. 11 of 2024 / MRV context, DFM and ADX ESG guidance, and market frameworks, with conservative applicability states. The tool does not invent legal obligations.

  3. 03

Find carbon data and evidence gaps

Check Scope 1, 2 and relevant Scope 3 readiness: which sources exist, whether activity data and owners exist, and where documentation is missing. Missing data is never treated as zero emissions.

  4. 04

Leave with a 30 to 90 day action plan

Recommendations are generated from your answers with owners, timeframes and deliverables so the next conversation with leadership or advisors is concrete.

FAQ

UAE sustainability, GHG reporting and this assessment

Answers companies in Dubai, Abu Dhabi, Sharjah and other Emirates typically ask about Federal Decree-Law No. 11 of 2024, MRV, exchange ESG guidance and using this free tool.

What is the UAE Federal Decree-Law No. 11 of 2024 on climate change?
▾

Federal Decree-Law No. 11 of 2024 on the Reduction of Climate Change Effects is the UAE’s federal climate framework. Official portal materials show an issue date in August 2024 and an effective date of 30 May 2025. It addresses greenhouse gas emissions management, adaptation context, and authority powers for standards and systems. Always check the official UAE legislation portal for the current Arabic-prevailing text and any later resolutions.

Does every company in the UAE have to report greenhouse gas emissions?
▾

Not automatically. The Decree-Law framework links detailed measurement, inventory and periodic reporting duties to Sources determined by MOCCAE and the competent authority, in coordination with the entity concerned. Being registered or operating in the UAE, including in a free zone, does not by itself prove you are a designated Source. Confirm designation, sector coverage and any emirate competent-authority instructions before treating reporting as mandatory for your entity.

What does MRV mean under UAE climate law?
▾

MRV means measurement, reporting and verification. In the Decree-Law’s Article 6 context, determined Sources may need to measure emissions regularly, prepare an emissions inventory, submit periodic reports to specified standards, provide activity and reduction-related data in approved forms, and keep measured-emissions records for five years. The Ministry is also directed to establish electronic systems for measurement and data submission, linked with competent authorities as applicable.

Do free zone companies fall under the UAE climate Decree-Law?
▾

Official English portal framing for the Decree-Law states application to sources in the State, including free zones. That does not mean every free zone entity is already designated for MRV reporting. Free zone operators should still confirm whether they are a determined Source and which competent authority instructions apply to their activities and location.

How is Abu Dhabi facility MRV different from the federal framework?
▾

The federal Decree-Law sets the UAE-wide framework. Emirate competent authorities can operationalise facility-level measurement, registration and reporting. In Abu Dhabi, EAD publishes facility-level MRV technical guidance and related portals for covered facilities. Treat EAD instructions as the practical contact point for Abu Dhabi facility MRV questions, while still reading them together with the federal Decree-Law and any MOCCAE systems.

What ESG reporting expectations apply to DFM-listed companies in Dubai?
▾

Dubai Financial Market publishes ESG / sustainability guidance for its issuer community. Expectations can include structured sustainability disclosures aligned to the current DFM guide. Listed companies should download the latest official guide and confirm filing timing with DFM. Exchange ESG disclosure is a market / listing pathway and should not be confused with federal Source designation under climate MRV rules.

What ESG disclosure guidance does ADX provide in Abu Dhabi?
▾

Abu Dhabi Securities Exchange maintains sustainability overview pages and ESG metrics references for issuers. ADX-listed entities should verify the current metric set, governance expectations and any disclosure calendar on official ADX sustainability pages. As with DFM, this is exchange disclosure context rather than a substitute for checking federal or emirate MRV designation.

What is the difference between UAE climate MRV and stock-exchange ESG reporting?
▾

Climate MRV under Federal Decree-Law No. 11 of 2024 focuses on emissions measurement, inventory, periodic reporting and related reduction data for determined Sources. Stock-exchange ESG guidance (DFM, ADX) focuses on issuer sustainability disclosure for investors and market transparency. A company can face one, both, or neither depending on designation, listing status, contracts and group requirements. This assessment maps both pathways cautiously and source-links them.

Are Scope 1, Scope 2 and Scope 3 required under UAE law?
▾

UAE implementing detail on reporting boundaries continues to evolve through ministry and competent-authority standards and systems. Many companies still organise readiness using GHG Protocol Scope 1 (direct), Scope 2 (purchased energy) and relevant Scope 3 (value chain) categories because customers, lenders and assurance teams recognise that structure. This tool assesses carbon inventory process readiness by scope; it does not calculate tonnes of CO2e and does not declare your legal boundary.

What should UAE SMEs do about sustainability and carbon reporting?
▾

SMEs often feel pressure first from customers, landlords, lenders or parent companies rather than from a published designation letter. Practical first steps usually include clarifying ownership for energy and fuel data, listing material sustainability topics, and identifying evidence gaps. Use this free readiness assessment to prioritise a 30 to 90 day plan, then confirm any legal designation or exchange duty with primary sources or qualified advisors.

Do hospitality, logistics, construction and manufacturing face different UAE sustainability pressures?
▾

Yes in practice. Manufacturing and energy-intensive sites may face earlier inventory and MRV readiness questions. Construction and real estate often see client clauses, green building evidence and contractor data requests. Logistics teams track fleet fuel and warehouse electricity. Hospitality focuses on energy, water, waste and guest-facing claims. This assessment adapts topic emphasis by sector while keeping regulatory statements conservative.

Is GHG Protocol mandatory in the UAE?
▾

No. GHG Protocol is a voluntary international accounting methodology widely used for corporate inventories. It is not UAE legislation. Many UAE organisations still adopt it because it is familiar to auditors, customers and group reporting teams. Where MOCCAE or a competent authority specifies standards or forms, those official requirements take priority for legal reporting.

Are GRI or IFRS Sustainability Disclosure Standards (ISSB) required in the UAE?
▾

Not automatically as federal law. GRI and ISSB / IFRS Sustainability Disclosure Standards are international frameworks. They become relevant when your board adopts them, your exchange or parent requires them, or a customer / lender asks for them. This tool references them as voluntary or market-driven context, separate from Decree-Law Source designation.

How do customer and lender ESG requests affect UAE companies?
▾

Even without a public designation notice, UAE suppliers commonly receive questionnaires on carbon, labour, ethics, water and waste. Banks and lessors may request climate or ESG packs for financing. Those contractual pathways can move faster than regulation. The assessment asks about stakeholder requests so your action plan reflects real commercial pressure, not only statutes.

What is the National Carbon Credit Registry in the UAE?
▾

The federal climate framework contemplates ministry-led carbon credit registry arrangements as part of the wider climate architecture. Registry mechanics, eligible activities and participation rules are authority-defined and can change. Do not treat a self-assessment score as registry eligibility. Check MOCCAE and official instruments for current registry information.

How long must emissions records be kept under the Decree-Law MRV article?
▾

In the Article 6 framing available on the official legislation portal, determined Sources are described as maintaining a record of measured emission quantities for five years from the date of each analysis, with access for designated officers. Confirm the current official text and any competent-authority elaborations for your facility.

What does this UAE Sustainability & GHG Readiness Assessment include?
▾

It is a free, browser-based self-assessment for UAE companies. You answer questions on company profile, reporting exposure, material topics, carbon inventory readiness, evidence controls and stakeholder expectations. You receive an interactive materiality matrix, scope readiness view, evidence gaps, source-linked UAE reference notes and a 30 to 90 day action plan. A branded PDF is available after you submit contact details and consent to be contacted.

Is this tool a compliance certificate or verified carbon inventory?
▾

No. Results are a preliminary self-assessment generated from your answers. They are not legal advice, a compliance certification, a verified greenhouse gas inventory, or an assurance opinion. Missing data is never treated as zero emissions. Use findings for internal prioritisation, then confirm obligations against official sources and professional advice where decisions matter.

How does the assessment handle UAE regulatory applicability?
▾

Regulatory notes are preliminary and source-linked. The tool uses conservative states such as possible relevance or further verification required instead of inventing hard obligations. “No trigger identified” means your answers did not activate a rule in this methodology. It does not prove a reference is irrelevant to your legal entity.

How long does the assessment take and do I need an account?
▾

Most teams finish in about 8 to 12 minutes. No account is required. Progress stays in the browser tab while the session is open. Scoring runs on your device. Full questionnaire answers are not uploaded by default. Contact details are submitted only when you choose to download the PDF and consent to follow-up.

Who should take this assessment in a UAE organisation?
▾

Sustainability or ESG managers, finance leaders, operations or EHS teams, SME directors preparing for customer requests, and consultants running a structured preliminary with clients. If you complete it for a client, you can mark consultant use on the download form.

How should UAE companies prepare while MRV systems are still evolving?
▾

Do not wait for every form to be final before organising data. Map emission sources, assign owners for electricity, fuel, refrigerants and key value-chain categories, keep evidence that can survive audit questions, and track official MOCCAE, competent-authority and exchange updates. This assessment is designed to surface those readiness gaps early.

This FAQ is educational and may lag official updates. For legal interpretation, use the Arabic-prevailing legislation text and qualified advisors.
